The terms and conditions for access to the labour market are laid down in Chapter Two “Labour Migration from Third Countries”, Section I “General Provisions”, and Section III “The European Union Blue Card” of the Labour Migration and Labour Mobility Act.
It is necessary for the foreign national to possess the competence required for the job – a higher education degree, which should be certified by a diploma, certificate or other document issued by a competent authority, after a study course of at least three years’ duration, conducted by an educational institution recognized as a higher education institution by the country concerned.
The gross salary stated in the foreign national’s employment contract should be at least 1.5 times higher than the average salary in the Republic of Bulgaria according to the data available for the past 12 months prior to the conclusion of the employment contract.
The employer does not need to carry out a preliminary labour market survey (the so-called “market test”) and there is no limit on the number of such persons in an enterprise.
