As Bulgaria has concluded agreements regulating labour migration with Moldova and Georgia, the process for nationals of these countries to enter the labour market is facilitated. They do not require a work permit. Upon signing an employment contract, these workers carry out their employment under the Agreement with a residence permit on the territory of the Republic of Bulgaria. The competent authorities perform job mediation activities by assisting approved candidates in negotiating and signing employment contracts. They also provide workers with information in their official language regarding conditions of residence, employment, social security, health insurance, housing, and return procedures.
To be eligible to apply, workers must be at least 18 years old and have completed vocational education/training/qualifications and/or possess relevant work experience that meets the occupational profile requirements of the job they are applying for. Additionally, they must be in good health, allowing them to perform the required job duties.
The Employment Agency is obliged to notify the Migration Directorate of the Ministry of Interior about the arrival of workers for the issuance of a residence permit in Bulgaria (applicable in cases of employment exceeding 90 days). In all other cases, each worker/employee must personally apply for a residence permit. There is no option to change employers, as this is not expressly provided for in the Agreement.
For nationals applying for highly qualified positions, EU Blue Card approval is required. The Blue Card is intended for highly qualified professionals and grants the right to work in Bulgaria in accordance with European Union regulations.
Upon arrival in Bulgaria, nationals of these countries should apply for a Single Residence Permit, issued by the Migration Directorate of the Regional Directorates of the Ministry of Interior. This permit grants the legal right to reside and work in the country.
