EU Blue Card: How Non-EU Nationals Can Work in Bulgaria as Highly Qualified Professionals

Third-country nationals can be employed in Bulgaria as highly qualified professionals through the EU Blue Card procedure. The Blue Card serves as a single permit for work and residence, issued by the Ministry of Interior – Migration Directorate, after receiving a written approval from the Employment Agency.

The card is granted based on a valid employment contract with a Bulgarian employer and is intended for individuals with higher education or specialized qualifications. Employers must first apply to the Employment Agency for authorization. Once approved, the candidate may proceed with a visa application and the Blue Card process.

This procedure is aligned with EU Directive 2009/50/EC and aims to facilitate the access of skilled professionals to EU labour markets. The Blue Card is typically issued for up to four years and may be renewed if the employment contract is extended.
