The European Union and the Republic of Moldova held their first-ever summit on 4 July 2025 in Chișinău, marking a new chapter in relations and reaffirming Moldova’s path toward EU membership.
In a joint declaration, EU leaders praised Moldova’s reform progress and pledged to advance accession talks “based on merit and conditions,” while Moldovan authorities reiterated their constitutional commitment to joining the bloc.
Security and resilience were central themes, with both sides condemning Russia’s aggression against Ukraine and attempts to destabilize Moldova through disinformation and interference. The EU promised stronger support via its Security and Defence Partnership and ongoing advisory mission in Chișinău.
Economic cooperation also featured prominently. Brussels confirmed the €1.9 billion Moldova Growth Plan for 2025–2027, with €270 million already released for projects in healthcare, heating, and energy support. Moldova’s inclusion in Europe’s SEPA payment system and the “Roam Like at Home” mobile plan from January 2026 were hailed as concrete steps toward integration.
The summit concluded with a strong political signal: the EU sees Moldova not just as a candidate, but as part of Europe’s future.
